New Fisto, by Starstruck.

Basically, the only difference that I can see here is a poor attempt in adding more hair tentacles to Fisto. You'd think that something like this would classify as being reasonable. Oh, did i forget to mention that he added Tentacles, skinning it onto the front of Fisto?! It's a bad move, and it really does look sloppy. But I guess when your dueling you wouldn't be focusing on the poor overlay of his hair.
